Several districts and counties in Kunming and several counties and cities in Xishuangbanna Prefecture and Wenshan Prefecture issued orange alerts for drought Wednesday. Up to now, the rainfall in Kunming is the least in the same period in 38 years, according to the Yunnan emergency Management Department data, in the first quarter of this year, 872,600 people in the province suffered from different degrees of drought, and 193,700 people needed to live because of the drought.
According to the "Natural Disasters in the first Quarter of 2023 in the Province" previously released by the Emergency Management Department of Yunnan Province, since 2023, the average rainfall in Yunnan has been 60% less than that in the same period of the year, and the average temperature is 0.8 ° C higher than that in the same period of the year, resulting in a wide range of winter and spring droughts, and heavy local losses in central and southern Yunnan.
Specifically, since the beginning of the year, the drought situation in Yunnan has shown a rapid development trend, from Wenshan and Yuxi two states (cities) rapidly expanded to 12 states (cities). At present, Yuxi's crops are most affected by drought, accounting for 30% of the province's population, and Wenshan's population needs living assistance due to drought, accounting for 44% of the province's population. Compared with the average of the same period in the past five years, the affected population and direct economic losses increased by 16.86% and 11.78%, respectively, the population in need of living assistance due to drought and the affected area of crops decreased by 0.82% and 1.83%, respectively.
Li Xiaopeng, director of the Kunming Meteorological Observatory, said Monday that the city has seen its lowest rainfall since 1985. "From January 1, 2023 to the present, the precipitation is only 6.9mm, which is about 90 percent less than the usual 66mm." He said the monitoring results showed that Kunming had basically maintained hot and sunny weather before April 24, with the highest temperature around 29 ° C. A round of light precipitation may occur from April 24, which will help ease the meteorological drought and forest fire danger level. When the conditions of artificial rain enhancement are reached, Kunming City will carry out artificial rain enhancement in the form of ground and air three-dimensional operation.
According to the data of the Emergency Management Department of Yunnan Province, in the first quarter of the drought, a total of 872,600 people from 291 towns and townships (streets) in 53 counties (cities) in 12 prefectures (cities) of Qujing, Yuxi, Dehong, Lincang, Chuxiong, Kunming, Diqing, Wenshan, Dali, Honghe, Lijiang and Baoshan were affected by the drought to varying degrees, and 193,700 people needed living assistance due to the drought. 170,500 people in need of assistance due to lack of drinking water; 80,400 large livestock with difficulty in drinking water, 55.39 thousand hectares of crops were affected, and 504,000 hectares of crops were lost. The direct economic loss was 312 million yuan (the same below).
According to the Yunnan provincial Department of Finance, Yunnan finance will issue 50 million yuan of special funds for drought relief to support local drought relief and ensure the safety of water supply for people's production and life.
